چکیده:
هدف اصلی این مقاله بررسی اثر قانون هدفمندی یارانهها بر فقر و نابرابری در بین مشاغل آزاد و مزد و حقوقبگیر شهری و روستایی کشور است. برخلاف ادبیات موجود که مبتنی بر مقایسه مقادیر مطلق شاخصهای فقر و نابرابری است این مطالعه فواصل اطمینان آماری را بهکار میگیرد .در این راستا این مقاله دادههای هزینه و درآمد خانوارهای شهری و روستایی کشور و روشهای تجزیه و تفاضل شاخصهای نابرابری و فقر را بکار گرفت. مطابق نتایج اگرچه مقایسه مقادیر مطلق شاخصهای فقر و نابرابری بیانگر بهبود آنها طی دوره ۹۵-۱۳۹۰ نسبت به دوره ۸۸-۱۳۸۴ است اما نتایج حاصل از تجزیه و مقایسه شاخصها براساس فواصل اطمینان آماری این یافتهها را تایید نمیکند، بهعنوانمثال اگرچه هدفمندی میزان نابرابری برای هر دو گروه شغلی در مناطق روستایی را کاهش داده اما برای مناطق شهری میزان نابرابری در بین مزد و حقوقبگیران افزایش یافته و برای مشاغل آزاد تغییر معنیداری حاصل نشده است. هدفمندی فارغ از منطقه جغرافیایی نابرابری در بین مزد و حقوقبگیران را تشدید کرده است. در این زمینه نتایج حاصل از شاخصهای فقر نشان میدهد که طی برنامه پنجم سهم مزد و حقوقبگیران از فقر کل در مناطق شهری ثابت و در مناطق روستایی افزایش یافته طی سالهای بعد از هدفمندی فارغ از منطقه جغرافیایی برای هر دو گروه شغلی فقرسرشمار و شکاففقر افزایش یافته است؛ بنابراین برای سیاستگذاری صحیح، قضاوت در مورد آثار سیاستها براساس مقایسه مقادیر مطلق شاخصها کافی نبوده و نیازمند بررسیهای دقیقتر در سطح زیرگروههای شغلی است.
The main objective of this article is to investigate the impact of targeted subsidies law on poverty and inequality among Self-employment and wage and salary earners in Iran. Contrary to the literature which is based on the comparison between the absolute values of indicators, this study employs the statistical confidence intervals. To doing so, we use rural and urban household’s expenditure-income data during 2006-2017 and gini and FGT indices. Although the absolute values of indicators showed that they improve during 2012-2017 in compare to 2006-2010 period, but the results of indicators difference based on the statistical confidence intervals do not confirm this findings, for example in the years after targeted subsidies implementation, the inequality rate decreased for these two professional groups in rural areas, however, the inequality rate increased among wage and salaries earners for urban areas and there was not any significant change for self-employed jobs. Without the consideration of geographical areas, targeted subsidies aggravated inequality among wage and salaries earners. In this regard, the results of poverty indicators showed that wage and salaries earners share of total poverty is fixed in urban areas and it increased in rural areas during the fifth development plan and without consideration of geographical area, the headcount poverty and poverty gap increased for these two professional groups. Therefore, in order to correct policy-making, the judge about the impacts of policies based on the comparison of indicators absolute values is not enough and it requires more accurate investigations at the professional subgroups level

مطابق نتايج اگرچه مقايســه مقادير مطلق شــاخص هاي فقر و نابرابري بيانگر بهبود آن ها طي دوره ٩٥-١٣٩٠ نسبت به دوره ٨٨-١٣٨٤ است اما نتايج حا صل از تجزيه و مقايسه شاخص ها براساس فواصــل اطمينان آماري اين يافته ها را تأييد نميکند، به عنوان مثال اگرچه هدفمندي ميزان نابرابري براي هر دو گروه شـــغلي در مناطق روســـتايي را کاهش داده اما براي مناطق شـــهري ميزان نابرابري در بين مزد و حقوق بگيران افزايش يافته و براي مشاغل آزاد تغيير معني داري حاصل نشده است .
در اين زمينه نتايج حاصل از شاخص هاي فقر نشان ميدهد که طي برنامه پنجم سهم مزد و حقوق بگيران از فقر کل در مناطق شهري ثابت و در مناطق روســتايي افزايش يافته طي ســال هاي بعد از هدفمندي فارغ از منطقه جغرافيايي براي هر دو گروه شــغلي فقرسـرشـمار و شـکاف فقر افزايش يافته اسـت ؛ بنابراين براي سـياسـت گذاري صـحيح ، قضـاوت در مورد آثار سـياسـت ها براسـاس مقايسـه مقادير مطلق شـاخص ها کافي نبوده و نيازمند بررسـيهاي دقيق تر در سـطح زيرگروه هاي شغلي است .
