چکیده:
تبعیض جنسیتی دستمزد در بازار کار، به تخصیص غیر بهینة منابع انسانی منجر شده است و آثار منفی بر رشد اقتصادی برجای میگذارد. با توجه به تفاوت استانها به لحاظ وضعیت درآمدی و دستمزد پرداختی به مردان و زنان، بررسی شکاف جنسیتی دستمزد در مناطق مختلف و مشخصکردن ابعاد و شاخصهای سنجشپذیر تبعیض در بازار نیروی کار حائز اهمیت است. در پژوهش حاضر با به کار بردن دادههای خرد بودجة خانوار در سال 1396، ابعاد جغرافیایی شکاف جنسیتی دستمزد در مناطق ایران بررسی شده است. بدین منظور، در این پژوهش از رویکرد تجزیة نئومارک استفاده شده که شکل گسترشیافتهای از تجزیة اوکساکا و بلایندر است. نتایج پژوهش نشان میدهند شکاف جنسیتی دستمزد بهصورت فزونی میانگین دستمزد مردان نسبت به زنان در بازار کار تمامی مناطق ایران وجود دارد؛ بهطوریکه از میان پنج منطقة تعریفشده در این مطالعه، تبعیض جنسیتی دستمزد به میزان چشمگیری در ازای میزان سرمایة انسانی یکسان، در مناطق یک و دو وجود دارد. بر طبق نتایج، در سال 1396 بین 49% تا 91% تفاوت دستمزد زنان و مردان در مناطق مختلف با مشخصات سرمایة انسانی مشاهده شده که در این بین در مناطق سه، چهار و پنج بیش از نیمی از شکاف دستمزد ناشی از سرمایۀ انسانی است.
Gender wage discrimination in the labor market can lead to an inefficient allocation of human resources and have negative effects on economic growth. Due to provincial gender pay gaps (GPG), identification of the principal determinants of wage differentials between males and females is an important phase in analyzing the labor market. Using micro-data of urban household income and expenditure survey in 2017, this study has decomposed the GPG in five major regions in the Iranian labor market to determine the role of specific regional characteristics. For this purpose, we use the Neumark decomposition approach, which is an extended form of Oaxaca-Blinder decomposition. The results show that the gender pay gap exists in all regions on behalf of males. Among all regions, except region 2, more than 80 percent of the gender wage gap has origin in labor forces attainments especially including human capital and experience, and the remaining part is attributed to discrimination. While in region 2, labor force attainments and discrimination have shaped the gender wage gap equally.
