چکیده:
از مهمترین وﻇﺎﻳﻒ اﻗﺘﺼﺎدی دولتها ﻛﻨﺘﺮل وﺿﻌﻴﺖ ﻧﺎﺑﺮاﺑﺮی درآﻣﺪ اﺳﺖ؛ ﺑﻪ اﻳﻦ ﺗﺮﺗﻴﺐ دولتﻫـﺎ ﺑﺎﻳـﺪ ﺑﻪ ﻣﻨﻈﻮر ﻛﺎﻫﺶ ﻧﺎﺑﺮاﺑﺮی، ﭼﮕﻮﻧﮕﻲ ﺗﻐﻴﻴﺮات درآﻣﺪﻫﺎی اﻓﺮاد ﺟﺎﻣﻌﻪ را ﺑﺎ اﺳﺘﻔﺎده از اﺑﺰارﻫﺎی ﻣﻮﺟﻮد تجزیهوتحلیل ﻛﻨﻨﺪ. توزیع درآمد و تلاش در راستای بهبود آن، یکی از مهمترین مسائلی است که دولتها با آن مواجه هستند. توزیع درآمد از عوامل مهمی تأثیر میپذیرد. ﻟﺬا ﻫﺪف از اﻳﻦ ﻣﻘﺎله ﺑررسی تأثیر مالیاتهای مستقیم و غیرمستقیم بر توزیع درآمد در 27 استان منتخب کشور، در دوره زمانی 1394- 1385 با استفاده از روش گشتاورهای تعمیمیافته است. نتایج حاصل از برآورد مدل نشان میدهد که مالیاتهای مستقیم با ضریب جینی رابطه مثبت دارد؛ بدین معنی که وضعیت توزیع درآمد بدتر میشود و رابطه مالیاتهای غیرمستقیم با ضریب جینی منفی است، یعنی وضعیت توزیع درآمد بهتر است؛ که این نتیجه بر لزوم توجه به مالیاتهای غیرمستقیم تأکید دارد. از سوی دیگر تولید ناخالص داخلی دارای اثری منفی و معنادار بر نابرابری درآمد است. همچنین اثر شاخص قیمت کالاها و خدمات مصرفی بر توزیع درآمد، مثبت و معناداری است.
Controlling of income inequality is one of the most important economic tasks of governments. In order to reduce the income inequality, governments should analyze people's incomes change. The distribution of income and efforts to improve it are the most important issues that governments face them. The income distribution is impacted by important factors. The aim of this study is to evaluate the effects of direct and indirect taxes on income distribution in 27 selected provinces of Iran during the period 2006-2015 with using Generalized Method of Moments (GMM) regression. The estimation results show that direct tax has a positive relationship with the Gini coefficient, which means that the income distribution situation becomes worse with an increase in the direct tax. Besides, the indirect tax has a negative relationship with the Gini coefficient, i.e., increase in the indirect tax lead to the income inequality become better. These findings emphasize the importance of the indirect tax. Moreover, GDP has a significant and negative effect on the income inequality.
