چکیده:
یکی از مهم ترین موارد گسترش حوزه عملیات ناتو، مأموریت در افغانستان بود. این حادثه، ناتو را از خلاء بی رقیب ماندن نجات داد و در واقع، از این تاریخ به بعد، خطر تروریسم جایگزین خطر شوروی برای ناتو شد. پس از این حادثه، ناتو به یک سازمان فرامنطقه ای بدل شد. از این تاریخ به بعد، ناتو نه تنها برای خود مأموریت های جهانی در نظر گرفت بلکه درصدد کسب مشروعیت های جهانی نیز برآمد و سعی کرد این مشروعیت را از ناحیه همکاری مستقیم با سازمان ملل متحد در پروژه مبارزه با تروریسم در افغانستان اخذ کند. ناتو، مبارزه با تروریسم و ناامنی در افغانستان را سرلوحه اقدامات خود در این کشور قرار داد. هدف از این مأموریت، ایجاد ثبات و امنیت نسبی در افغانستان بودو در آغاز، مأموریت ناتو شامل تأمین امنیت در اطراف کابل بود لیکن در مدت کوتاهی، لزوم برقراری آرامش و ثبات نسبی در سراسر افغانستان، موجب شد دامنه فعالیت ها و اقدامات ناتو به همه جای افغانستان گسترش یابد. اما ناتو برای رسیدن به اهدافش در افغانستان، با چالش های عمده و عمیقی روبرو شد. بخشی از این چالش ها مربوط به ویژگی های ذاتی جامعه و کشور و سرزمین افغانستان و برخی دیگر ناشی از درون خود ناتو بودند. در نگاه کلان، ناتو در افغانستان، از همان بدو ورود به این کشور با چالش های اساسی روبرو شد.
