چکیده:
معاهده زیست محیطی پاریس به عنوان یک سند راهبردی با هدفِ جهتدهی به سیاستگذاری محیطزیست در دنیا در سال 2015 به تصویب رسید. این موافقتنامه با هدف کاهش انتشار گازهای گلخانهای تدوین گردیده است و برای رسیدن به این هدف با برگزیدن ساختار پایین به بالا این امکان را برای طرفها فراهم نموده است که با توجه به ظرفیت و توان خود، حدود تعهداتشان به کاهش انتشار این گازها را تعیین نمایند. به موجب این معاهده هر یک از دولتها موظف هستند برنامه مشارکت ملی خود که مشتمل بر اقدامات آنها در راستای کاهش انتشارات گازهای گلخانهای و سازگاری با شرایط ناشی از تغییرات اقلیمی است را با توجه به کنوانسیون چارچوب و دیگر اسناد متناظر مورد توجه قرار گرفته است. بدیهی است که در این صورت، الحاق کشورهای در حال توسعهای مانند ایران که سهمی ناچیز در تولید این گازها دارند، فقط سبب تحمیل الزامات و محدودیتهایی به کشور خواهد شد که در نهایت توسعه صنعتی و اقتصادی کشور را با مخاطره مواجه خواهد کرد؛ افشای اطلاعات صنایع کلیدی کشور از دیگر خطرات پیوستن به این معاهده است. برای الحاق به معاهده پاریس ضروری است اقدامات متناسب توسط ایران در راستای تحقق اهداف و تکالیف مندرج در معاهده و برنامه مشارکت ملی انجام پذیرد تا علاوه بر بهرهمندی از همکاریهای بینالمللی مندرج در توافقنامه، اسباب گسترش روابط ایران در عرصه بین المللی را فراهم نماید.

Under the treaty, each state is required to implement its national partnership program, which includes actions to reduce greenhouse gas emissions and adapt to climate change, in accordance with the Framework Convention and other relevant instruments. Obviously, in this case, the accession of developing countries such as Iran, which have a small share in the production of these gases, will only impose requirements and restrictions on the country that will ultimately jeopardize the country's industrial and economic development; Disclosure of information about key industries in the country is another risk of joining this agreement. In order to accede to the Paris Agreement, it is necessary for Iran to take appropriate measures in order to achieve the goals and tasks set forth in the treaty and the National Partnership Program, in addition to benefiting from the international cooperation contained in the agreement.
