چکیده:
صنعت بیمه دربسیاری ازکشورها بهعنوان پدیدهای حیاتی، جایگاه مهمی درسازوکارهای کلان اجتماعی، اقتصادی، فرهنگی و سیاسی دارد. سیاستگذاری بیمه، اقداماتی است که نشان میدهد سیاستهای بیمهای چرا و چگونه بهوجود میآیند و درچه محیطی و توسط کدامیک از بخشهای دولتی یا خصوصی میباید عملیاتی گردند تا نتیجهبخش قرارگیرند. پژوهش حاضر، با برشماری مراحل چرخۀ سیاستگذاری عمومی، ضمن بررسی مؤلفههای ورودی، طراحی و اجرا در راستای اقدامات بیمهای کشور، باذکر نتایج حاصل ازسیاستهای بهعملآمده، به-ارزیابی عملکرد جمهوری اسلامی ایران درزمینۀ صنعت بیمه میپردازد. نتایج، حاکی ازآن است که مداخلۀ همهجانبۀ دولت درصنعت بیمه در-کشورهای درحالتوسعه نظیر ایران، غالبا باشکست مواجه بوده و عواملی همچون ضعف اعتبارات مالی، فقدان تکنولوژیها و خلاقیتهای انسانی، همواره بر ناهمسویی نیاز و فرهنگ و تداوم سیاستهایی مبهم دامن زدهاست. ازاینرو، گام مهم درجهت جهش صنعت بیمه بهجلو را میتوان کاهش مداخلۀ دولت دراقدامات بیمهای و واگذاری آن بهبخش خصوصی بهشمار آورد. دولت نیز میتواند باارائۀ نقشی حامی و ناظر، مسیر را برای کاهش فساد و ناکارایی درصنعت بیمه و افزایش بهینگی و کارآمدی این صنعت توسط بخش خصوصی، براساس چارچوب تئوریک تحلیل سیستمی هموار سازد.
The insurance industry, as a vital phenomenon in many countries, has an important place in the structure and operation of major social issues. The present study, by enumerating the stages of the public policy cycle, while examining the input components, design and implementation in line with the country's insurance measures, citing the results of the implemented policies, Evaluates the performance of the Islamic Republic of Iran in the field of insurance industry. The results show that the government's comprehensive intervention in the insurance industry in Iran has failed, and factors such as weak financial credit, lack of technology and human creativity are always on the verge of alignment. Needs and cultures and unfertilized doctrines and policies are fueled. Therefore, an important step towards the leap forward of the insurance industry can be considered the reduction of government intervention in insurance measures and its transfer to the private sector. In this case, the government can also pave the way for reducing corruption and increasing the efficiency and effectiveness of the private sector by providing a regulatory and oversight role.
