مسجد، مکانِ عبادت ، ارشاد وهدایت، تبلیغ و ترویج دین است. انجام هر کاری که با این شأن و مقام ناسازگاری داشته باشد، در مسجد جایز نیست، حتی برای مسلمان چه رسد به غیرمسلمان. بنابراین، ورود غیرمسلمان به مسجد، در درجه اول باید انگیزه شرع پسند داشته باشد، و یا دست کم انگیزههای عقلایی. پس باید ورود به مسجد هدف دار باشد و هدف هم شرع پسند و عقلایی باشد با این همه، حفظ شؤون مسجد نیز لازم است. به این معنی که از نظر پوشش و چگونگی رفت وآمد و نگهداشت ادب و احترام، رفتارها باید به گونهای باشد که بی احترامی به مسجد و هتک حرمت آن نشود که در این صورت، بی گمان جایز نخواهد بود. در مورد زنانی که به عنوان گردشگر به کشورهای اسلامی وارد می شوند باید گفت که آنها نیز ملزم به رعایت حقوق و قوانین کشورها می باشند و حکومت اسلامی می تواند بنا بر شرایط و مقتضیات مکان و زمان و در نظر گرفتن مصالح بی حجابی جرم محسوب کرده و تعزیر را برای کافران اعم از ذمی یا گردشگر اعمال نمایند.
