چکیده:
خاورمیانه یکی از بزرگترین مناطق خشک جهان است که با پیامدهای تغییرات اقلیمی مواجه است. این شرایط باعث شده تا منابع محدود آب شیرین و وضعیت نامطلوب حوزه کشاورزی جزو چالشهای بزرگ این منطقه باشد. هرچند این منطقه دارای سابقه طولانی در همکاری جمعی میان کشورها نیست اما فشارهای ناشی از بحرانهای زیستمحیطی میتواند تهدیدات تغییرات اقلیمی را به فرصتی برای همکاری بیشتر بین کشورها تبدیل کند. در این فضای جدید، «پیمان ابراهیم» در سال 2020، نشانهای از ورود منطقه خاورمیانه به مرحله جدیدی است. در این مقاله، به این پرسش پاسخ میدهیم که عادیسازی روابط امارات متحده عربی و بحرین با رژیم اسرائیل، چه نقشی میتواند در کاهش بحرانهای زیستمحیطی این کشورها به خصوص در دو حوزه آب و کشاورزی داشته باشد. مقاله، ضمن بررسی شرایط زیستمحیطی کشورهای عضو در زمان شکلگیری پیمان ابراهیم، به فرصتها و مزیتهای این پیمان برای آنها میپردازد. یافتههای مقاله نشان میدهد که این پیمان فرصتی برای رژیم اسرائیل جهت جذب سرمایههای بیشتر در حوزههای زیستمحیطی چون آب و کشاورزی و رفتن به مدارهای بالاتر نوآوری است و برای کشورهای امارات و بحرین نیز فرصتی برای کاهش دامنه بحرانهای آب و امنیت غذایی و تحقق توسعه پایدار است.
The Middle East is one of the largest arid regions in the world, which is facing the consequences of climate change such as drought, extreme heat,floods and air quality change due to desertification and increasing dust, and this has overshadowed the lives of the people of this region.These conditions have made the limited fresh water resources,the difficulty of accessing water resources and the unfavorable situation of these countries in the field of agriculture among the major challenges of this region.Although the region doesnt have a long history of collective cooperation between countries,the pressures of environmental crises can turn the threat of climate change into an opportunity for more cooperation between countries.In this new space, the"Abraham Accords"in 2020 is a sign that the Middle East region is entering a new phase.In this article, we answer the question of what role the normalization of the UAE and Bahrain's relations with Israel can play in reducing the environmental crises of these countries, especially in the areas of water and agriculture.The article examines the environmental conditions of the member states at the time of the formation of the Abraham Accords, and discusses the opportunities and benefits of the Accords for them.The paper's findings show that the Accords is an opportunity for Israel to attract more investment in environmental areas such as water and agriculture, and to move towards higher innovation circuits and for the UAE and Bahrain,it is an opportunity to reduce the scope of water and food security crises and achieving sustainable development.
