چکیده:
هرچند بحث پیرامون «خصوصیسازی» و به صورت خاص «واگذاری بنگاههای اقتصادی دولت» به سالها قبل بازمیگردد اما نقطه اوج در اجرای این دگرگونی اساسی را میبایست در سیاستهای کلی اصل44 و قانون اجرای آن سراغ گرفت که برای نخستین بار بهصورت جامع و کامل این مقوله را مورد توجه قرار داد. با اینحال، پس از گذشت سالها، حصول موفقیت در اجرای این سیاستها همچنان با تردید روبروست؛ این تردید بهخصوص با فسادهای رخ نموده در عرصه مزبور، جلوه بیشتری یافته و از همینروست که بحث نظارت بر واگذاریها اهمیت مییابد؛ لذا پژوهش پیشرو، متعاقب ارائه گزارشی جامع از موضوعات مورد نظارت در واگذاری بنگاهها، به تحلیل آسیبشناسانه این فرآیند نظارتی میپردازد. نظارتی که هرچند تنها منحصر به انتخاب شیوه واگذاری بنگاههای دولتی و قیمتگذاری آنها نبوده و علاوه بر بحث آمادهسازی بنگاهها برای واگذاری، تا پس از واگذاری نیز سایه گسترانده اما با دو مشکل اساسی روبروست: نخست نهادهای ناظر متعدد (کمیت زیاد) و دیگری سهلگیری در نظارت (کیفیت کم). این درحالی است که تحقق خصوصیسازی در گروی نظارتی کارآمد در تمامی فرایند واگذاری از ابتدا تا انتها، به منظور «افزایش سهم بخش خصوصی در اقتصاد» و در نهایت «شتاب بخشیدن به رشد اقتصاد ملی» است.

This skepticism has become more pronounced, especially in relation to the corruption that has occurred in the area of divestiture and That is why the issue of overseeing oversight is important, Supervision is not just about choosing how to outsource state enterprises and In addition to discussing the preparation of firms (companies) for transfer, there is also a shadow over the post-transfer phase and Rather than merely changing the ownership of these firms, it has targeted the more fundamental goal of "increasing the private sector's share in the national economy" and ultimately accelerating the growth of the national economy.
