چکیده:
زمینه و هدف: پدیدۀ مجرمانه قاچاق کالا از پیچیدگی، تنوع و گستردگی برخوردار است. پلیس برای موفقیت در پیشگیری و مبارزه با قاچاق کالا باید با تدوین راهبردها و با بهرهگیری از منابع موجود به مسائل و موضوعات راهبردی در این حوزه توجه پیدا کرده و به اساسیترین مسائل راهبردی در حوزۀ پیشگیری و مبارزه با قاچاق کالا پاسخی مؤثر بدهد. پژوهش حاضر با هدف دستیابی به راهبردهای پیشگیری و مبارزه با قاچاق کالا در فرماندهی انتظامی جمهوری اسلامی ایران انجام شد.روش: این پژوهش از نظر هدف، کاربردی؛ از نظر ماهیت، توصیفی و از نظر روششناسی جزو پژوهشهای آمیخته است. مشارکتکنندگان شامل خبرگان پیشگیری و مبارزه با قاچاق کالا در فرماندهی انتظامی و هشت سازمان مسئول در این حوزه بود که مصاحبه پس از اشباع نظری با 21 نفر به پایان رسید. مرحلۀ کمّی با استفاده از فرمول کوکران تعداد 92 نفر درنظر گرفته شد. در بخش کیفی از تکنیک مصاحبۀ نیمهساختاریافته استفاده شد و با تحلیل محتوای کیفی، یافتههای حاصل از مصاحبهها در قالب 343 مضمون دستهبندی شد. براساس نتایج دادههای نظری و مصاحبههای انجامشده، پرسشنامۀ محققساخته تهیه شد، که روایی آن بهوسیلۀ واپایش بیرونی و پایایی آن از طریق آلفای کرونباخ بیشتر از (7/0) تأیید شد. از تکنیک تحلیل SWOT برای استخراج راهبردها استفاده شد. راهبردها توسط عوامل محیطی، تشکیل جدول IFE و EFE، تعیین موقعیت و اقدام راهبردی، تشکیل ماتریسهای زوجی، تعیین و اولویتبندی شد.یافتهها: نمودار ماتریس ارزیابی موقعیت و اقدام راهبردی نشان میدهد که فراجا از نظر پیشگیری و مبارزه با قاچاق کالا در وضعیت فعلی در ربع تدافعی قرار گرفته و وضعیت مطلوب در ربع تهاجمی خفیف قرار دارد.نتیجه گیری: بر اساس نتایج ماتریس برنامهریزی راهبردی کمّی، اولویت راهبردها بهترتیب عبارتاند از: ارتقای فعالیتهای اطلاعاتی و عملیاتی، پیشگیری، کنترل و مقابلۀ چندلایه و فراگیر، مدیریت کارآمد ظرفیتها و منابع، اعمال و نهادینهکردن مدیریت ریسک، تمرکز بر قاچاق سازمانیافته، اِشراف بر نظام گردشهای مالی و پولی، تکمیل دسترسی به اطلاعات سامانهها، نهادینهسازی مصرف کالای کیفی ایرانی، اِشراف اطلاعاتی، مقابله با رانت و انحصار، حمایت و صیانت از کارکنان.
Background and purpose: The criminal phenomenon of goods smuggling is complex, diverse and extensive. In order to be successful in preventing and combating goods smuggling, the police should pay attention to strategic issues and issues in this area by formulating strategies and using available resources, and give an effective response to the most basic strategic issues in the field of preventing and fighting goods smuggling. The current research was conducted with the aim of achieving strategies for preventing and fighting against smuggling of goods in the police command of the Islamic Republic of Iran.Method: This research is practical in terms of purpose; In terms of its nature, it is descriptive and in terms of methodology, it is a mixed research. The participants included experts in the prevention and combating of goods smuggling in the police command and eight responsible organizations in this field, and the interview ended with 21 people after theoretical saturation. Quantitative stage was considered using Cochran's formula, the number of 92 people. In the qualitative part, the semi-structured interview technique was used, and with qualitative content analysis, the findings from the interviews were categorized into 343 themes. Based on the results of theoretical data and conducted interviews, a researcher-made questionnaire was prepared, the validity of which was confirmed by external validation and its reliability through Cronbach's alpha greater than (0.7). SWOT analysis technique was used to derive strategies. Strategies were determined and prioritized by environmental factors, formation of IFE and EFE table, determination of position and strategic action, formation of couple matrices.Findings: The situation evaluation and strategic action matrix diagram shows that Faraja is in the defensive quadrant in terms of preventing and fighting against goods smuggling in the current situation, and the optimal situation is in the mild offensive quadrant.Conclusion: Based on the results of the quantitative strategic planning matrix, the priority of the best strategies are: promotion of intelligence and operational activities, prevention, control and multi-layered and comprehensive countermeasures, efficient management of capacities and resources, application and institutionalization of risk management, focus on organized smuggling, elites on the financial and monetary circulation system, completing the access to information systems, institutionalizing the consumption of quality Iranian goods, information aristocracy, dealing with rent and monopoly, supporting and protecting employees.
