چکیده:
امروزه مبحث قومیت و نقش آنها در پیشرفت جوامع یکی از مسائل اساسی در تمامی کشورهای جهان بهویژه در جوامع چند قومیتی است. کشور ما نیز که از جوامع چند قومیتی به شمار میرود و در راستای حقوق و توسعة قومیتها دارای مسائل و چالشهای متفاوتی بوده، نیازمند است در سیاستگذاریها و برنامهریزیهای توسعه به موضوع قومیتها توجه بیشتر و کاربردیتر شود. در این پژوهش درصدد بررسی جایگاه توسعة قومی در برنامههای توسعه، پس از انقلاب اسلامی هستیم و به این پرسش پاسخ داده خواهد شد که «جایگاه الگوی توسعة قومی در برنامههای توسعه پس از انقلاب اسلامی چگونه بوده است؟»؛ با بررسی اسناد و برنامههای توسعه به این نتیجه خواهیم رسید که توسعة قومی حلقة مفقوده روند توسعة متوازن کشور بوده و به عبارتی توسعة قومی از دغدغهها و مسائل اصلی سیاستگذاران توسعه کشور نبوده و بهندرت در برنامههای توسعه نامی از اقوام آمده است. پرداختن به مسئلة توسعة اقوام را بهسختی میتوان در چهارچوب نگاه به مسائل مناطق حاشیهای، فقرا و نیازمندان دید.
Today, the issue of ethnicity and their role in the progress of societies is one of the basic issues in all countries of the world, especially in multi-ethnic societies. Our country, which is one of the multi-ethnic societies and has had different issues and challenges in line with the rights and development of ethnic groups, needs to pay more and more practical attention to the issue of ethnic groups in policies and development planning. In this research, we are trying to investigate the place of ethnic development in the development plans after the Islamic Revolution, and the question will be answered, "What was the place of the model of ethnic development in the development plans after the Islamic Revolution?"; By examining the documents and development plans, we will come to the conclusion that ethnic development is the missing link in the country's balanced development process, and in other words, ethnic development is not one of the main concerns and issues of the country's development policy makers, and ethnic groups are rarely mentioned in development plans. Dealing with the issue of ethnic development can hardly be seen in the framework of looking at the issues of marginal areas, the poor and the needy.
