چکیده:
مقاله حاضر با هدف ارایه مدلی برای عوامل موثر بر شکایات کارگری و کارفرمایی در شهرستان اصفهان انجام گرفته است. این پژوهش از منظر هدف کاربردی و ازنظر ماهیت توصیفی است. داده ها از طریق مصاحبه و پرسشنامه از یک نمونهی 04 نفری از خبرگان حوزهی روابط کار شاغل در ادارهی تعاون، کار و رفاه اجتماعی شهرستان اصفهان جمعآوری شده است. با توجه به مطالعه پیشینه پژوهش و بررسی 9111 پرونده از شکایات ثبت شده در ادارهی کار شهرستان اصفهان 09 عامل موثر بر شکایات کارگری و کارفرمایی در شهرستان اصفهان شناسایی شده است. این عوامل با استفاده از رویکرد مدلسازی ساختاری تفسیری مورد تحلیل قرار گرفته و در سه سطح طبقهبندی شدهاند. خلاءهای قانونی و ضعف اطلاعات کارگر و کارفرما، در پاییین ترین سطح قرار گرفتند و قدرت نفوذ بالایی بر سایر عوامل داشتند. 6 عامل، شامل تعدیل نیرو، اخراج کارگر، استعفای کارگر، تعطیلی کارگاه، استفاده از بیمه بیکاری، سوء مدیریت کارفرما، نارضایتی کارگران از محیط و شرایط کار، به کارگیری اتباع بیگانه، و تخلفات کارفرما در اجرای قوانین، در بالاترین سطح مدل قرار گفتند که بیشترین وابستگی را به سایر عوامل دارند. سرانجام، عوامل بیثباتی نرخ ارز، و مشاورهی افراد سودجو و غیر کارشناس در سطح میانی مدل واقع شده اند و نقش میانجی را بین عوامل سطح 0 و 9 ایفا میکنند. این مدل، میتواند زمینه سیاستگذاری مناسب در حوزه روابط کار را برای سازمانهای متولی فراهم سازد.
The purpose of this paper is presenting a model for the factors affecting labor and employer complaints in Isfahan. Data were collected through interviews and questionnaires from a sample of 14 experts in the field of labor relations working in the Department of Cooperatives, Labor and Social Welfare of Isfahan. According to the study of literature review and investigating of 3111 cases of complaints registered in the labor office of Isfahan city, 13 factors were identified that affecting labor and employer complaints in Isfahan city. These factors were analyzed using interpretive structural modeling approach and were classified into three levels. Legal gaps and poor employee and employer information were at their lowest level and had a high influence on other factors. Nine factors, including downsizing, layoffs, resignations, closures, unemployment insurance, employer mismanagement, workers' dissatisfaction with working conditions, the employment of foreign nationals, and employer violations of law enforcement, were at the top of the model and are most dependent on other factors. Finally, exchange rate instability, Employer violation in enforcing the rules, and the advice of profiteers and non-experts are in the middle level of the model and play a mediating role between level 1 and level 3 factors. This model can provide the appropriate policy in the field of labor relations for responsible organizations.
