چکیده:
رشد و توسعه ایران پس از انقلاب اسلامی در عرصه فرهنگ در ابعاد ملی و فراملی یکی از دغدغه های اصلی مسئولان و شهروندان بوده است.آسیب شناسی برنامه های توسعه فرهنگی، راهی برای بهبود برنامه ریزی و دستیابی به اهداف در این حوزه است. هدف از بررسی آسیب شناسی سیاست گذاری توسعه فرهنگی در برنامه پنجم توسعه جمهوری اسلامی ایران، سوال اصلی این است که آسیب شناسی سیاست گذاری توسعه فرهنگی در برنامه پنجم با چه موانع و مشکلاتی روبرو بوده است؟ رویکرد تحقیق شامل مراحل سیاست گذاری به روش توصیفی- تحلیلی و جمع آوری اطلاعات به صورت کتابخانه ای است. یافته ها حاکی از آن است که توسعه فرهنگی، فرآیندی مستمر و دائمی است که هرگز متوقف نمی شود. تحولات گسترده اجتماعی، اقتصادی، فناوری و ... همیشه در جریان است و لازم است عناصر یک فرهنگ مشترک در کنار آنها تغییر یابد. هرگونه برداشت شیء انگارانه از مؤلفه های یک فرهنگ مشترک، راه را برای توسعه دموکراتیک فرهنگ را خواهد بست. همه نمادهای یک فرهنگ مشترک باید مورد انتقاد مجدد قرار گیرند. بازاندیشی باید در حین آموزش همگانی، همراه با خلاقیت فرهنگی، در جریان تعامل بازیگران و با مشارکت آنها به منظور اصلاح نمادهای هسته مشترک فرهنگی صورت گیرد.
The growth and development of Iran after the Islamic Revolution in the field of culture in national and transnational dimensions has been one of the main concerns of officials and citizens. Pathology of cultural development programs is a way to improve planning and achieve goals in this field. The purpose of investigating the pathology of cultural development policy in the fifth development plan of the Islamic Republic of Iran, the main question is, what obstacles and problems did the pathology of cultural development policy face in the fifth plan? The research approach includes the steps of policy making by descriptive-analytical method and collecting information in library form. The findings indicate that cultural development is a continuous and permanent process that never stops. Extensive social, economic, technological, etc. changes are always going on and it is necessary to change the elements of a common culture along with them. Any objectivist perception of the components of a common culture will close the way for the democratic development of culture. All symbols of a shared culture must be re-criticized. Rethinking should be done during public education, along with cultural creativity, during the interaction of actors and with their participation in order to modify the symbols of the common cultural core.
