چکیده:
موضوع مهاجرت، پیامدهای آن و درنتیجه سیاستهای مهاجرتی بهمرورزمان و با افزایش تعداد و جمعیت مهاجرین خصوصاً بعد از جنگ جهانی دوم بهطورجدی موردتوجه دولتها قرار گرفت. در این میان سیاستهای مهاجرتی ایالات متحده آمریکا بسیار بیشتر و جدیتر از سیاستهای مهاجرتی دیگر کشورها پویایی داشته و برای هر دولت و حزب این کشور اهمیت خاصی داشته است. تاکنون سیاستهای مهاجرتی ایالات متحده برگرفته از شرایط داخلی، بینالمللی، حوادث و رویدادها، و متناسب با اهداف این کشور تغییراتی داشته است. بهعنوانمثال پایان جنگ سرد، واقعه یازده سپتامبر، بحران اقتصادی سال 2008 و رقابتیشدن فضای نظام بینالملل و دورشدن از نظام تکقطبی ازجمله موارد تأثیرگذار بر سیاستهای مهاجرتی ایالات متحده است. سؤال اصلی این پژوهش این است که «حزب خواستگاه دولت چه میزان در تغییر سیاستها و قوانین مهاجرتی مؤثر است؟» این پژوهش با روش کیفی و با شیوه مطالعه مقایسهای به بررسی تشابه و تفاوت ریشههای امنیتی و اقتصادی سیاستهای مهاجرتی در چهار دولت منتخب کلینتون، بوش، اوباما و ترامپ پرداخته و همچنین تغییرات صورتگرفته در قوانین و سیاستهای مهاجرتی آنها میپردازد. نتیجه نهایی بهدستآمده از این پژوهش نیز این است که ریشه سیاستهای مهاجرتی ایالات متحده ارتباطی با خاستگاه حزب نداشته و متغیرهای دیگری چون عوامل امنیتی و اقتصادی در این امر دخیل هستند.
Immigration policies over time and with the increase in the number and population of immigrants, especially after the WWII, were seriously considered by the governments. Meanwhile, the immigration policies of the US have been more dynamic and more important than the immigration policies of other countries. Until now, the immigration policies of the US have been changed based on domestic and international conditions. For example, the end of the Cold War, the September 11th incident, the economic crisis of 2008, and the competitive environment of the international system and moving away from the dominance of the unipolar system are among the factors affecting the immigration policies of the US. The main question of this research is how effective is the president’s party in changing immigration policies and laws? This research, using a qualitative approach and a comparative study method, investigates the similarities and differences of the security and economic roots of immigration policies in the four elected administrations of Clinton, Bush, Obama, and Trump, as well as the changes made in their immigration laws and policies. The roots of the immigration policies of the United States have nothing to do with the type of party and other variables such as security and economic factors are involved in this matter.
